PROJECT BACKGROUND

To support the Municipal Property Assessment Corporation (“MPAC”) in it’s commitment to developing and achieving sustainability targets, this Request for Proposal (“RFP”) is being issued to obtain proposals for professional services to develop and report MPAC’s Greenhouse Gas (“GHG”) impact statement for 2024, 2025, 2026, 2027 and 2028.

PROJECT DESCRIPTION AND OBJECTIVE(S)

The Successful Respondent will provide the following but not limited to:

  1. 2024 to 2028 GHG Impact Statement (5 in total), including:
    1. GHG Emissions Inventory Report (EIR) to be delivered using ISO 14064 (parts 1, 2 & 3) and GHG Protocol Standards guidelines;
    2. GHG Emission management Report (EMR) to be developed using ISO 14064 (parts 1, 2 & 3) and GHG Protocol Standards guidelines. This report should include, at a minimum:
      1. Overview and methodology;
      2. Key performance indicators;
      3. Summary and breakdown of emissions by each major source;
      4. GHG Impact by location and employee; and
      5. Recommendations for reduction and mitigation.
  2. Comparative Evaluation of MPAC’s GHG Impact Statement against prior year(s):

*Note: MPAC will provide the Successful Respondent with the previous completed GHG Impact statements for the purposes of this comparative evaluation.

The Successful Respondent will be responsible for:

  1. Energy, fuel and consumption data collection;
  2. Data collation and normalization;
  3. Reports development; and
  4. Reports presentation.

All data collected will be provided by MPAC’s facilities management department. The data will be provided in “source” format (i.e., utility invoices, utility statement from landlords, spreadsheet reports on fleet, fuel, and printer usage, etc.).

The Successful Respondent will be required to present their final GHG Impact Statement to MPAC’s Facilities Management department either in person at Pickering location (please refer to https://www.mpac.ca/en/Contact for all of the current locations and addresses)  or via video conference.

For the purpose of this RFP, the geographic boundary will be Ontario.  MPAC has 26 office locations to be included within this initiative ((please refer to https://www.mpac.ca/en/Contact for all of the current locations and addresses).

**Should the contract be extended for years 4 & 5, they will reflect same as above. Minor variations to the timetable are acceptable due to scheduling.

PROJECT SCOPE

The Successful Respondent will complete the following operational activities:

  1. GHG Emissions from sources owned or controlled by MPAC:
    1. Natural Gas combustion by building’s heating system;
    2. Fuel combustion by road vehicles; and
    3. Fuel combustion by boats.

 

  1. GHG Emissions produced from the generation of imported electricity, heat, or steam consumed by MPAC:
    1. Electricity use.
  2. Other Indirect GHG Emissions resulting from MPAC’s activities:
    1. Rental vehicle fuel combustion (for business use);
    2. Staff vehicle fuel combustion (for business use);
    3. Other travel related emissions (i.e. flights) and
    4. Office Printing Paper.

GHG Protocol Principles 

Overall, the GHG inventory quantification methodology employed will refer to the GHG Protocol principles of:

  1. RELEVANCE: Define boundaries that appropriately reflect the GHG emissions of your business and the decision making needs of inventory users.
  2. CONSISTENCY: Allow for meaningful comparison of emissions performance over time. Clearly state any changes to the basis of reporting to enable continued valid comparison.
  3. COMPLETENESS:  Account for all emission sources and activities within your chosen organizational and operational boundaries. Justify specific exclusions.
  4. TRANSPARENCY: Address all relevant issues in a factual and coherent manner, based on a clear audit trail. Disclose any important assumptions and cite the calculation methodologies used.
  5. ACCURACY: Strive for precise GHG calculations and seek to provide reasonable assurance of the integrity of reported GHG information.
